i found two small bird eggs in an abandoned nest I want to hatch them how do I do this?

The mother bird got killed by a cat. We have put the two small white eggs in a container with a heat pack and a few layers of toweling. How long will they take to hatch I think the eggs belonged to a grey pigeon.
